A good quality door will have good weather stripping to provide a good seal. The glass will be thermal paned to prevent air leakage and provide warmth. The double panes help with noise but you should also order the door with argon gas between the glass to help with noise.

For the cold, looks like it needs new weather stripping or some caulking. To help the noise, there is argon glass. I would call for an estimate & have someone look at it-maybe it just needs minor repairs to help the problem.
