More info - The silicone caulking is mostly on the vinyl trim board that was used for weather protection. I cannot sand it or pick off. I don’t want to remove all caulking just the globby parts for painting. My neighbor did the work for free.

      Well get a razor, and very carefully only trim off the access, and leave it alone otherwise.
